My patch to bring sqlalchemy/db code into oslo-incubator is approaching readiness, and I'm seeking final review / inclusion. It brings in sqlalchemy's session/models/utils modules and their associated tests. It does not bring in migrations, which I'd like to bring in with a follow-up patch.
