[openstack-dev] Self service StackForge project creation

The OpenStack CI team has made StackForge project creation a self serve
process. The basic process is edit a few files in the openstack-ci-puppet
repo, push them to Gerrit for review, and shortly after approval all of
the necessary buttons will be pushed for you automagically.
Full process documentation for the process can be found at

The general expectation is that this would be used for OpenStack related
projects that want to use Gerrit for code review with a trunk gated by
Jenkins. In addition to self service project creation, individual projects
would also be responsible for the configuration of other items through
the puppet repository.
