Open Stack

Hi all,

All projects using openstack-common incubation APIs should regularly
re-sync their copies:

  http://wiki.openstack.org/CommonLibrary#Incubation

Now that Folsom is in feature freeze, we wanted projects to be able to
sync from openstack-common without pulling in new feature work.

To that end, we've created a stable/folsom branch. Everything committed
to master which isn't a feature will be cherry-picked onto
stable/folsom. All projects now in feature freeze for Folsom should sync
from this branch.
