Monty is correct. All of the IP owned by OpenStack LLC was transferred to the Foundation.  The Foundation is now the copyright owner.

IANAL but IIRC this is correct/valid. When the OpenStack Foundation was formed, the IP owned by the original LLC was transferred to the Foundation.
