There I go believing things I hear and not following through with
due diligence of research. Apparently this is still debated within
ASF as well, as evidenced by this recent thread:

Funny story there, that clause apparently is why the FSF considers
the current ASL (2.0) to be incompatible with GPL up through v2 (but
compatible with GPL v3 at least):
