Open Stack

I don't know very much about JHUAPL, but it looks like they may be one organization at one site (website mentions 399-acre self-contained community).

Battelle operates many individual national labs spread across the country.

This is a different scale of problem I think.

Interestingly, JHUAPL did not express any concerns over patent
clauses as far as I'm aware, and their employees have been
contributing to OpenStack under the terms of the USGCLA for quite a
while.
