[Elections-committee] Draft Timeline

I'm concerned that if we don't drive to the Board being fully briefed by
Nov 4th, and *capable* of voting the resolution, we will miss later
deadlines with the holidays. I feel confident that the *Board* can be
briefed in detail on the two options by Nov 4th and at that meeting, and we
should not pre-judge if the Board feels ready to decide/resolve at that
point. It is always open for the Board to defer a vote if, when the
presentation is made Nov 4th, the majority feels that more time is needed
for a Board resolution.
