Open Stack

All,

Chris and I worked on the Guideline schema today and found that we could 
accommodate the changes for IDs and Flags WITHOUT BREAKING the current 
1.2 schema parsing.

This patch adds/changes the schema in minor ways that will allow us to 
move flagging below the tests.  To accomplish this, we've pulled all the 
flagged tests (we put them in another file for safe keeping).
