It's finally here.... the initial Gerrit patch for the DefCore process!  
This represents over 18 months of revisions and reviews with 
considerable progress made during the last face to face. Special thanks 
to Egle for helping get the text worked out and Sean & Chris for the 
regrouping into the phases for clarification.

This document had many authors and I'm looking forward to their reviews 
on the patch.
