[OpenStack-DefCore] Rally in a Containter : A reference implementation similar to TCup

I'd like to see vendors automating their capabilities testing in your infra or one of their own like it.
I also feel strongly that anyone with an OpenStack endpoint and the credentials to use it should have an easy-to-use tool to identify capabilities for themselves.
