[OpenStack-DefCore] Guidance on Vendor Registration Process in RefStack

Hello DefCore,
RefStack has recently added features to enable uploading of data with
validated users. Users will first log into RefStack (http://refstack.net/)
with their OpenStack ID to upload their keys. RefStack test result data
then can be uploaded to RefStack server using those keypairs. By default,
the uploaded data are not shared. Authorized users can decide on deleting
or picking to share the results to the community anonymously.
The next steps for RefStack is to implement a vendor registration process
to associate OpenStack users and data to a vendor. RefStack would like
guidance from DefCore on vendor registration specification for the
following items:
Who will be authorized to create a vendor in RefStack?
Who will be authorized to associate an OpenStack user to a vendor ?
Will there be multiple users per vendor?
Your advice on the direction to proceed is greatly appreciated!
