I think that Mark was pretty close to having even the legal stuff written up, just needing the specifics of “capability + implementing code” aspect of the discussion.

How about he tweaks his work to match the outcome of the discussion and Rob just addresses the technical requirements of capability + code?  Is that reasonable?

To prepare for the 10/20 board meeting, we should have a proposal for discussion next week.  Since there appears to be consensus on the Foundation's recommendation (add programs and platform levels), I will write up a strawman recommendation.

If anyone else wants to write the strawman instead, please let my know by tomorrow so that we do not duplicate effort.
