This and the other heat release failures are probably a result of there being confusion between heat and openstack-heat and the project's name:

I *think* we can fix this with meta-data in the releases repo but until then older series can't be published to pypi.

All Python projects are now being published to PyPI, so the dist name needs to match the name being used there. The stein value, openstack-heat, is correct. So to release from the stable branches we need to update the dist name there. -- Doug
