Hey Guys, I'd like to propose a freeze exception. 2 bugs with importance `High` were found in oslo-incubator/rpc/impl_qpid.py and they affect stable/havana as well. Without this fixes, deployments using topology v2 will face the following issues: - Fanout Consumers will fail to reconnect - Requests made to a given topic could be received by more than one consumer, even though they should be delivered once and only once. Again, this affects *just* when topology v2 is in use but it's a critical bug for those deployments. Since this bug affects all projects using oslo/rpc, several patches will fall into this exception.
