FFE exception for Nova (havana->icehouse live upgrades)

https://review.openstack.org/84755 is critical for live Havana to Icehouse upgrades and 2013.2.3 is the last Havana stable release before Icehouse GA so I would like to propose it as a freeze exception.

Looks like a reasonable and expected change required to take advantage of the hard work that went into Juno to ensure seamless live upgrades from Havana. LGTM.
