Don't you also need this applied in all affected projects? Tristan had alternative fix sphinx>=1.1.2,!=1.2.0,<1.3 for Horizon and I've created tasks for Glance and Heat https://bugs.launchpad.net/horizon/+bug/1339273 but this needs to be adjusted now that 109005 global-requirements had been merged.

Yes, it will be proposed by Openstack Proposal Bot.

Why do we even allow projects to update their requirements not by proxying it thru the requirements repo? I think it's wrong in essence. Anyone who wants to bump or pin a version should go to requirements repo.
