[Openstack-stable-maint] Stable freeze implementation WAS Re: Preparing for 2014.1.1 and design summit session summary

Has anyone figured this out? I had a look at Gerrit REST API but didn't see how it could help. The goal was to avoid putting temporary -2 on open patches and block new incoming patches. I thought this could be as simple as temporary access restrictions for Label Workflow to allow only Release Managers members during the freeze period, but you can only list access rules[1] via REST API.
