[Openstack-stable-maint] FFE exception for Nova (havana->icehouse live upgrades)

      Hi,

https://review.openstack.org/84755 is critical for live Havana to
Icehouse upgrades and 2013.2.3 is the last Havana stable release
before Icehouse GA so I would like to propose it as a freeze
exception.
