[Openstack-stable-maint] Propose Aaron Rosen to be a stable maintainer

Hi, I would like to propose Aaron to be a stable maintainer. Over the course of the Grizzly and Havana cycles he has done a ton of work with the Neutron backports. He has also be very involved in the review process and would be a good addition to the team. Thanks Gary
