[Openstack-stable-maint] Propose jsbryant to be a stable maintainer

Hi, I would like to propose Jay Bryant as a stable maintainer. Looking into the stats he is a prolific stable reviewer, across both branches, and would be a welcome addition to our team (if he is interested !). Thoughts ? -- Thierry Carrez (ttx)
