[Openstack-stable-maint] Broken Neutron functional voting gate test in stable/icehouse

Hello, currently there is a failure in functional test everytime when someone pushes a new patch to stable/icehouse branch of Neutron. I backported a patch [1] and I think it should be merged ASAP. Without this patch we will be getting -1 from Jenkins on every patchset. May I ask mostly core team members to take a look at this patch and eventually approve? Thank you very much.
