[Openstack-stable-maint] FFE for 2 stable backports (QPID reconnect delay)

Greetings, Here I'm asking for a FFE on 2 stable patches. These 2 patches fix the same issue in 2 different projects (nova and cinder). The fix is for having a shorter delay when trying to reconnect to a qpid server. Current delay can get to 60s, which is a really bad scenario for HA deployments.
