Seems like we need (parts of) https://review.openstack.org/#/c/115682/ in Icehouse.

Eric, could you please check those failures and backport the fix as appropriate for stable branch (meaning, without requirements.txt updates)?

John fixed this in stable/icehouse with https://review.openstack.org/122813 (merged now). Cheers, Alan
