Next steps are moving draft language guides also to /draft/ For this, let's merge [2], release openstack-doc-tools 0.25 and then I'll adjust and remove the script changes from [3] and [4]. The script changes in [3] and [4] are part of the openstack-doc-tools patch [2] and give you the chance to review the patches and scripts independently.
