As I have found out this behaviour is caused by jobs running on Ubuntu Focal with Python 3.8.

Is there anything can be done to fix this issue?

They need to be overridden to use an ubuntu-bionic nodeset. In particular, the long-abandoned Zanata client tools the job uses rely on a very old JDK and break on any newer platforms. This problem should go away once the I18n team completes their migration to Weblate, but until this we need to run the job on older systems. -- Jeremy Stanley
