[Openstack-i18n] German translation team changes

Hi guys,

I recently took over coordination of the German translation team on Transifex after the previous coordinator didn't show any activity anymore. I'm an engineer from SUSE and contributed to the German translation before. I also took the liberty to add two of my colleagues as reviewers.
