One problem in Launchpad is that it is rather difficult to find this bug again for future reference. For bug purposes, yep I agree that it is much better to close this bug as "Fix Released" so I have just changed the status. I am not sure how to well document how to solve this bug in current I18n contributor guide, but I documented at least on Wiki: https://wiki.openstack.org/wiki/I18nTeam/Handling_Bugs .
