The syncing job can be break down into the following steps:

My understanding is that a-2 is performed by Transifex itself. Under the "Edit Resource" section of a particular resource, there is: Source File URL (eg https://raw.github.com/openstack/horizon/master/horizon/locale/en/LC_MESSAGE...) and a check box "Automatically Update Source File". I have checked that all Horizon resources have this configuration. So my guess is that periodically Transifex contacts github to see if the PO file is changed. Personally, I have seen messages like "source file updated" which appeared like the automatic update was working.
(b) Translation import (Transifex -> git repo (via gerrit review)) (b-1) Download PO file from Transifex (b-2) Propose to update PO file to gerrit (b-3) Review the update and merge into the repo (<--- normal review process)
Note that we need a discussion what translations (reviewed only or all items) should be import in (b-1) to ensure the quality of translations.
I agree that translation quality is important, and this is a good discussion to have. For languages like Japanese where there are many contributors, including reviewers, maybe it makes sense to only download reviewed translations. This will mean every translation is pf highest quality. For languages with only 1-2 contributors, maybe we don't have this luxury and will have to download all translations. Regards, Tom

Now Horizon in Transifex[1] has synchronized with the code base on August 23th. Please try your best to work on the translation of Horizon.
At the end, those languages that finish translation and TVT will be merged and delivered with Havana release.
