Thanks for sharing this. IMO each client should support translations and we can generate translated version of the CLI reference by using python-*client translations. The CLI reference is autogenerated from the output of our command line clients and currently has no translations, I suggest to not translate it at all and have proposed a change to do so.
It currently is just a lot of noise in openstack-manuals with the source pot files whenever we do an update (see https://review.openstack.org/#/c/253794/).
If there's interest later to translate the CLI reference, we can enable it again,
