As Kato-san mentioned, openstackdocstheme needs to be released with a new version.
Current version is 1.16.1 - http://git.openstack.org/cgit/openstack/openstackdocstheme/refs/
and it "Indonesian" section should be appeared after oepnstackdocstheme has a new version.
