I have not heard any additional requirements on translating stable branches on documents except Horizon, and I recognize that openstack-manuals and security-doc now have only master branch maintained. As my hat of Japanese language coordinator, we no longer translate documentation much, so it does not matter much.
However, I believe we need to clarify it.
