[OpenStack-I18n] Shutdown translation check site

Hello, I would like to announce the shutdown of the current translation check site[1]. It seems the site is already broken, not up to date, and possibly not used anymore. If there are more requests anyone can start with a new one. Anyone interested in translation check site? It's 100% identical with OSA AIO [2] and easy to install.
