We can hardcode that in a special "config" file in openstack-manuals,
perhaps enhance doc-tools-check-languages.conf for that with a list of
rst-guides - and everything else will be docbook xml.

Ah, you answered one of my questions, yes, the intent is to have some guides in RST, some in DocBook for at least another six-month release.
