My opinion: 1. c> language coordinator decided 2. b-No if there is such a technical reason as Akihiro mentioned. I think in the future we should keep Github and Transifex synchronized. Github and transifex can help to save the old translations. Github has the ability to keep old versions. Transifex can save the old translations in Translation memory. 100% translated or coordinator decided (or active translator if no coordinator)
2. Whether to keep the old translations in Horizon? (There are some old translation po/mo files in Horizon. They are old version. Most of them are not completed. )
"Yes" in general, but **NO** for Havana.
This is from the technical reason. During Grizzly translations, several number of fuzzy strings in the source lang is uploaded to Transifex and as a result Transifex was confused and produced wrong translations. I found several number of wrong translations in Japanese (over 20 or 30 strings) when I imported translations for Grizzly point release (2013.1.1 or .2).
