Thank you for bringing it up.
The translation tools are moved to the repository: openstack-doc-tools.
I see there is no "generatedocbook" in openstack-manuals/tools now, but there is "generatepot" there.
A little weird.

@Tom and Andreas
Could you give some guidance on that?
