I think we can discuss this in the our IRC meeting.
At the beginning, I hoped "100% translation and 100% reviewed".
Then I figured out it was hard because some language teams may have only a few people.
"100% translated and 100% reviewed" may be the most strict criteria.
"100% translated" may be the medium criteria.
Also there should be the loose criteria like only "certain files (for example, js translations?) are 100% translated".
We need to set the criteria for merging.
About the deadline, I know the release date of RC1 is Sep 26. Whether there are the following RCs depends.
So Sep 24 is the deadline to catch the first RC.
If there are following releases, we could do more merging.
