[Openstack-i18n] API Quick Start now RST

Hi all, The API Quick Start migration change has landed and Andreas has been working on language builds for it: https://review.openstack.org/232937 https://review.openstack.org/232945 https://review.openstack.org/232950 It will build to developer.openstack.org/LANG/api-guide/quick-start. The goal is to also build developer.openstack.org/api-guide/compute -- one directory for each service, sourced from each project team's preferred location.
