Currently, there are 7 Horizon plugins in translation website.
Besides trove-dashboard and sahara-dashboard proposed by Akihiro,
I also get response from murano-dashboard project, saying that they are ready
for Mitaka translation. So I propose to include murano-dashboard
in the plan.

I did an investigation of all UI related projects,
and figured out how many new messages added and
how big the translation workload is.


Here are the data I get from Zanata.

It looks like Horizon itself have a small growth of new messages,
but plugin projects have a big growth and
will be our main working areas in the future.

Whether to include a project in the translation plan, I have some thoughts:
- The plugin should have a liasion who can actively work with translators
- The plugin is mature. There will not be a lot of translated messages changes in the future.
- ?

I think we can define "required" projects and "optional" projects in the plan,
just like what we did in Liberty.
