Hi team,

As Akihiro noticed, we have booking issue of IRC meeting channel.
Taking this opportunity, I'm considering change the meeting time.

Which do you like? Or, another?

Option 1. bi-weekly meeting, with two time slots
  # Similar to current cycle
    Every four weeks on Thursday at 0600 UTC
    Every four weeks on Thursday at 1300 UTC

Option 2. bi-weekly meeting, with two time slots
  # Change to Americas friendly
    Every four weeks on Thursday at 0200 UTC
    Every four weeks on Thursday at 1300 UTC

Option 3. twice a month, with two time slots
  # Keep current cycle. Don't take cake the booking issue :)
    Week 1 of the month on Thursday at 0600 UTC
    Week 3 of the month on Thursday at 1300 UTC
