[Bug 2036374] [NEW] ATC list URL is wrong

Public bug reported: The first sentence of [1] says "A list of all ATCs is available at http://governance.openstack.org/reference/projects/i18n.html#extra- atcs.", but the URL is not available. I think the URL no longer exists after the i18n project was converted into a SIG. I don't know where such list is maintained. Perhaps only Ian knows more context.
