Install Guide translated into Portuguese

Thanks to Fernando Pimenta and the OpenStack Brazil team, the OpenStack install guide has been translated into Portuguese. You can see an example PDF at: http://www.ph.unimelb.edu.au/~fifieldt/openstack-install-guide-apt-local-pt… The patch to add the sub-site to the documentation is at: https://review.openstack.org/#/c/144569 There are a still a few strings in common that need to be translated, so once that passes the 8% threshold this patch will start building and can be merged. Request for work: Juno Horizon translations

Hi I18N team. The Juno stable update was deferred one week and is scheduled this week. Unluckily enough a patch with JavaScript string changes was merged just before the freeze. When you visit Transifex, you will notice that Juno Horizon JavaScript translations is down to around 70-80%. The change is simple and most strings are also avalable in other resources.
