Edge computing is a recent paradigm that brings processing and storage resources closer to the user. As a result, it provides benefits such as low latency and high bandwidth while still providing the benefits of cloud computing, making it lucrative for low-latency, real-time / safety-critical applications. However, a higher degree of determinism is desired for cloud and edge technologies to be fully embraced by the real-time / safety-critical industry. This calls for new techniques and methodologies to design predictable and reliable cloud/edge technologies and applications. The 3rd International Workshop on Real-Time Cloud Systems (RT-Cloud) aims to bring together industrial and academic researchers and become a forum for discussing topics (including ideas, open and upcoming challenges, use cases, initiatives, calls to action, and projects, regulations and standards, future research directions, etc.) related to real-time cloud/ edge/fog computing and virtualization techniques. This year, the workshop will have a focus on industrial cloud use cases. The workshop also welcomes short and full papers that consider: - New technologies, innovative approaches/ideas, including work-in-progress - Open problems and upcoming challenges - Regulations and standards - Demos and tutorials, especially, for open-source projects - Call to actions - Experimental reports on existing technologies, including negative ones Original full and short papers on all aspects of real-time/safety-critical cloud/edge/fog and virtualization are welcome. Researchers are encouraged (but not limited) to submit papers regarding the following: 1. Call for Papers Containers and virtualization technologies constitute key enabling factors for flexible resource management in modern data centers, and particularly in cloud environments. Cloud providers need to manage complex infrastructures in a seamless fashion to support the highly dynamic and heterogeneous workloads and hosted applications customers deploy. Similarly, HPC environments have been increasingly adopting techniques that enable flexible management of vast computing and networking resources, close to marginal provisioning cost, which is unprecedented in the history of scientific and commercial computing. Various virtualization-containerization technologies contribute to the overall picture in different ways: machine virtualization, with its capability to enable consolidation of multiple underutilized servers with heterogeneous software and operating systems (OSes), and its capability to live-migrate a fully operating virtual machine (VM) with a very short downtime, enables novel and dynamic ways to manage physical servers; OS-level virtualization (i.e., containerization), with its capability to isolate multiple user-space environments and to allow for their co-existence within the same OS kernel, promises to provide many of the advantages of machine virtualization with high levels of responsiveness and performance; lastly, unikernels provide for manyvirtualization benefits with a minimized OS/library surface. I/O virtualization, in turn, allows physical network interfaces to exchange traffic with multiple VMs or containers; network virtualization, with its capability to create logical network overlays independently from the underlying physical topology, is another fundamental enabling technology for Cloud/HPC infrastructures. Last, storage virtualization needs to evolve to support increasingly demanding requirements in terms of performance and reliability for the managed application data. Publication Accepted papers will be published in a Springer LNCS proceedings volume. Topics of Interest The VHPC program committee solicits original, high-quality submissions related to virtualization across the entire software stack with a special focus on the intersection of HPC, containers/ virtualization and cloud computing. Therefore, we're glad to celebrate the "maturity" of the VHPC series of workshops, by accompanying this year edition with a *Special Issue of the Elsevier Journal of Systems Architecture (JSA), focusing on VHPC-related research topics*: https://www.sciencedirect.com/journal/journal-of-systems-architecture/about… (Q1 journal in Scimago SJR/CiteScore rankings) Papers for the JSA Special Issue on VHPC are due on *September 29th, 2023*. Similarly, HPC environments have been increasingly adopting techniques that enable flexible management of vast computing and networking resources, close to marginal provisioning cost, which is unprecedented in the history of scientific and commercial computing. Various virtualization-containerization technologies contribute to the overall picture in different ways: machine virtualization, with its capability to enable consolidation of multiple underutilized servers with heterogeneous software and operating systems (OSes), and its capability to live-migrate a fully operating virtual machine (VM) with a very short downtime, enables novel and dynamic ways to manage physical servers; OS-level virtualization (i.e., containerization), with its capability to isolate multiple user-space environments and to allow for their coexistence within the same OS kernel, promises to provide many of the advantages of machine virtualization with high levels of responsiveness and performance; lastly, unikernels provide for many virtualization benefits with a minimized OS/library surface. I/O virtualization, in turn, allows physical network interfaces to exchange traffic with multiple VMs or containers; network virtualization, with its capability to create logical network overlays independently from the underlying physical topology, is another fundamental enabling technology for Cloud/HPC infrastructures. Last, storage virtualization needs to evolve to support increasingly demanding requirements in terms of performance and reliability for the managed application data. *Topics of Interest* The VHPC program committee solicits original, high-quality submissions related to virtualization across the entire software stack with a special focus on the intersection of HPC, containers-virtualization and cloud computing, focusing on the following major topics: * HPC on Containers and VMs; * Containerized applications with OS-level virtualization; * Lightweight applications with Unikernels; * HPC-as-a-Service.
