gthiemonge reported the issue for tempest plugin stable/train jobs are broken.

I have explained the issue in https://bugs.launchpad.net/tempest/+bug/1955418 and fix is up (it is under testing). This is applicable for any tempest plugin job on stable/train.

I need more time to figure out which version of Tempest will work fine on stable/train. 28.0.0, 27.0.0 did not work due to oslo.utils constraints in stable/train and 26.1.0 not working due to ansible role run-tempest which I am not sure why and continue debugging it.

Meanwhile, to unblock the gate, we have reverted the Tempest 28.0.0 pin on stable/train[1]. With that stable/train (stable/ussuri grenade ) jobs are passing and you can recheck you patch if failing for this issue.
