Based on the follow-up discussions in #openstack-releease and #openstack-tc, we agreed that we transition yoga (and older branches) to unmaintained anyway now but will wait for the subsequent process to transition these to EOL, which is described in [1]. Because we've not seen any attempt to backport changes to it and even older branches, I'd propose retiring yoga and older branches (wallaby and xena) instead of keeping inactive branches.
