Everything has merged, and I've proposed the release of cinder RC-2: https://review.opendev.org/#/c/725143/ This will be the official Ussuri release of cinder unless someone finds a critical bug in the next few days. (The final release candidate must be cut on May 7.) There are several proposed but not approved bugs on the list; I could use some feedback on whether they are release-critical or not.  Please reply on the etherpad.
