Are these Windows instances? You can try to tweak the video memory on the flavor. But as a rule, non-GPU virtual instances will always be less efficient. But if you are using RDP + Openstack Windows VM without a GPU, it can probably get pretty good. It's never going to be Citrix/any other virtual desktop good though.
