[kolla] Upgrading from Train to Wallaby
Is it possible to upgrade kolla-ansible from Train to Wallaby in one step, or do we need to step through Ussuri and Victoria?

Pretty much, each release is needed to be upgraded too, before starting the next. Need to be on a SLURP (2023.1) to be able to skip a release, but still not multiple. Yes that's our reading of it, and in theory it /may/ be possible to skip, but the step process is straightforward enough that we haven't got the motivation to really push it to find out otherwise. We've recently gone from Train to Ussuri and it was very smooth and easy, held up only by our own technical debt and abundance of caution since it was our first upgrade for a few years. Wallaby by EOY is looking unlikely, but hopefully we'll get to Victoria in December.
