With command `octavia-ovn-db-sync-util {--debug}` It should allows us to do the OVN DB sync similar to what `neutron-ovn-db-sync-util` does.

And thanks to Fernando Royo, the patches are small and earlier to review in focused functions. Would be great if we could have some more reviews for it.
