[telemetry][TC] Stepping down from Telemetry PTL
Hi there, due to other time commitments, I would need to step down from Telemetry PTL and proposed Juan Larriba -- the previous PTL -- to take over[1]. I won't be far, but I also believe the project is in better hands of a person who is nearer to the code these days. Matthias [1] https://review.opendev.org/c/openstack/governance/+/964516

Hi Matthias, Thank you for the effort you've put into this, and thank you for nominating Juan. This reminds us that the TC encourages project teams to rotate PTL duties, thereby cultivating a group of core members capable of taking on PTL-ship. Doing this reduces the individual risk associated with a single PTL carrying the entire weight of leadership, and bearing an "always on" mentality/responsibility. If any Telemetry cores (or contributors) object to the proposal, please let the TC know by noting your preference on the Gerrit patch created [1]
