Use the one that you are most familiar/comfortable with and that is supported by OpenStack deployment projects.
For example, with Kolla Ansible, at the moment, you can choose from CentOS Stream 8, Debian Bullseye and Ubuntu 20.04 (sorted alphabetically; all have equal support). Soon, it will support Rocky Linux 8 as well (and then newer releases as they start coming).
